Cover the costs of evacuation, purification and distribution of water while encouraging people to consume less. This was the mission of Jean-Marc Sallin, municipal councilor of Neyruz in charge of the water dicastery. While the coverage of costs arises from the legal requirement that had to be applied, the incentive to moderate consumption came from the general council last year which had refused the first version of the regulation proposed by the Council municipal.

Satisfaction was visible on the face of Jean-Marc Sallin Tuesday evening, at the end of the last session of the General Council since the elected officials validated the two new regulations making it possible to achieve this dual objective. And it was not a given since these regulations have been in the works for several years.

“It’s about encouraging subscribers to restrict their consumption through progressive pricing at Source”
Jean-Marc Sallin

The working group, which was formed after the rejection of the first version of the regulations, “took the option of introducing a progressive tariff on the regulation relating to the distribution of drinking water, so as to encourage subscribers to restrict their consumption through progressive pricing at Source,” recalled Jean-Marc Sallin. The price of water will therefore be higher for the largest consumers.

“This new regulation will involve significant increases in pricing which currently only covers 49% of periodic costs,” specifies the Municipal Council in its message presenting the object. They are mainly due to the introduction of the basic tax, with a coverage level of at least 50% according to the legal requirement. In order to achieve this objective, the Municipal Council plans to stagger the rate of the basic tax over five years.

Concerning water purification and evacuation, “this new regulation will involve significant increases in pricing, which currently only covers 23% of periodic costs,” specifies the Municipal Council. They are mainly due to the introduction of the basic tax with a coverage level of at least 60% according to the legal requirement. The prices of the new regulations are available on the municipality’s website (neyruz.ch) under the General Council section.

The regulation on evacuation and purification was unanimously validated. The one on the distribution of drinking water passed with 33 votes, while 5 elected officials would have preferred a version with two modifications and 5 others abstained.
