It’s budget season, and the Élysée is no exception. The media The Letter reveals, this Friday, October 11, 2024, that the presidential palace will increase its spending by 2.5%, or 3 million euros.

This could go badly when some are strangled by the finance bill which provides for significant savings and tax increases for the country.

This news comes as the Élysée budget has already exceeded the ceiling planned for 2024. actu.fr tried to find out more.

It is the Élysée which sets its budget

A decision of the Constitutional Council reminds us that the credits allocated to the Presidency of the Republic are set by… the Presidency of the Republic. If they must be explained, it is the Élysée which defines its budget within the framework of the separation of powers. The same goes for the Assembly, the Senate and the Constitutional Council.

How to explain the increase in the budget for 2025

We are able to confirm the increase in the Élysée budget for 2025 and it is divided into two parts.

THE operating expenses increase by 1.6% and those concerning payroll by 3.1%.

On the first figure, it is lower than inflation, while INSEE forecasts are for +1.8% in 2024. On the second, it is linked to increases in normal staff salaries. Furthermore, seven positions must be created for the Maison Élysée, a reception area dedicated to the general public, without this particularly increasing the payroll due to a reorganization of services.

In 2023 and 2024, significant recalibrations of the budget took place with significant increases. But since this year, “the rule set is to apply inflation rates systematically”, simply confirms the Élysée to actu.fr.

Note that the envelope dedicated to Emmanuel Macron’s activities has not increased.

A slippage in 2024?

Because if the 2025 budget is expected to increase, that of 2024 (up 11% compared to 2023, or 12 million euros) and whose ceiling is set at 125.1 million euros has not really been respected by the Palace.

This year’s expenditure is ultimately estimated at 126.3 million euros. According to our information, this increase could be offset by re-invoicing of certain expenses to other ministries. Furthermore, revenues from Maison Élysée (coffee and brand) would be higher than expected.

Enough to counterbalance these additional expenses, a priori.
