Article 1: An ad hoc commission is established within the Prime Minister’s Office responsible for verifying the legality and conformity of titles issued and occupations made in the targeted areas.

Article 2: under the chairmanship of the Minister, Secretary General of the Government, it is coordinated by the Minister of Finance and Budget. Its Secretariat is provided by the Minister of Town Planning, Territorial Communities and Regional Planning. Members of the Commission are:
three representatives of the National Assembly;
a representative of the Economic, Social and Environmental Council;
a representative of the High Council of Territorial Communities;
three representatives of the Ministry of Finance and Budget (Taxes, Lands, Land Registry)
two representatives of the Ministry of Urban Planning, Territorial Communities and
territory planning ;
a representative of the Ministry of the Environment;
a representative of the Ministry of Justice;
the Governor of Dakar;
representatives of the local authorities concerned;
the Director General of Land Use Surveillance and Control
(DGSCOS);
the Director General of the National Agency for Maritime Affairs (ANAM);
a representative of the Senegal Order of Lawyers
a representative of the Chamber of Notaries;
a representative of the Order of Architects of Senegal;
a representative of the National Order of Expert Surveyors of Senegal;
a representative of the National Reference Laboratory in the field of Building
and public works (LNR-BTP).

The commission may add the skills deemed useful from any other person.
The commission is made up of two working groups:
working group 1 on legal and technical aspects;
working group 2 on social and environmental impacts;
Article 3, – the work of the Commission must be sanctioned by a report which will be
submitted to the very highest attention of the President of the Republic.
Article 4.

– As a precaution, instruction is given to the Director General of the
Surveillance and Control of Land Occupation, to proceed with the suspension of all
constructions and other works on the former outbuildings of the Public Domain
Maritime (DPM) in the Dakar Region, for a period of two (02) months, from
this day.

Article 5. – the Minister, Secretary General of the Government, is responsible for the execution of the
this decree which will be published and communicated wherever necessary.
