The Government recently took the decision to grant a mandate to the ESPAS Association, based in Moutier, to ensure coverage of the needs of the Provost population for home assistance and care services, for the period 2026-2029 .

The ESPAS Association is well established in Moutier and currently benefits from the mandate of the canton of Bern to provide home care services for Moutier and the surrounding municipalities.

With a view to maintaining existing synergies, the Government will entrust ESPAS, by means of a services mandate, with the obligation to admit and offer home assistance and care services for the territory of Moutier during a transitional period from 2026-2029. The free choice of service provider remains guaranteed for the population of Moutier and Jura.

The Government is delighted with the solution found and the future collaboration with ESPAS which accepted the proposal made to it. ESPAS will continue to offer home care services and will have to expand its offering to also offer home help services (help with cleaning, meals, etc.) from 2026 to people with a medical prescription.

The arrival of this new player does not call into question the service mandate entrusted to the FASD for the current Jura territory and which will continue in the coming years. The same modalities will be applied for the two recognized public utility actors and the Government encourages them to get along and develop synergies during this transitional phase.
