In recent months, several accusations have rained down on the French language education service (SEnOF) of the canton of Fribourg. Suspicions of harassment, questioning of the quality of management, relevance of certain educational measures, have been reported to the deputies of the Grand Council. Ten of them had submitted a mandate to request an audit last December, accepted by the Grand Council in March (71 yes, 25 no and 7 abstentions). The canton has hired the company Move UP to carry out the audit which will have three components: the organizational analysis of the service, the investigation into possible cases of harassment and a survey on educational measures.

The State, in its press release, identifies two major issues. The first is to “differentiate what concerns the organization and functioning of the service from what concerns its relations with educational establishments and administrative staff,” explains the government.

4000 people to interview

The second concerns the number of people to be heard. The mandate provides that all teachers, managers and staff can express themselves. “Including people who have left the SEnOF in the last five years.” That’s over 4,000 people to interview. A web platform will be set up as an intermediary in addition to the hundred or so interviews planned.

The Council of State hopes to be able to answer the various questions at the beginning of 2025. It “sees the audit as an opportunity to benefit from an external perspective on its organization, to reconnect with employees and to regain serenity,” concludes the government. Patrick Biolley
