In September 2018, the President of the Republic launched a national strategy to combat poverty, and the interministerial delegation in charge of steering the ERBM proposed making the Mining Basin a demonstrator territory of measures to combat poverty.
In addition to the annual departmental agreements signed for the Nord and Pas-de-Calais and respectively endowed with €13.227 million and €6.707 million in State funding, the mining basin thus benefited from a specific annual agreement with a budget of 1M€ (i.e. 500k€ for each department). This agreement was signed on July 10, 2019 by the regional prefect, the prefect of Pas-de-Calais and the departmental councils of Nord and Pas-de-Calais for the period 2019-2021, then was renewed by amendment in 2022 and 2023.
The actions carried out on the Pas-de-Calais slope made it possible to:
– Support beneficiaries of theASE at the end of the system, with 2.5 FTEs financed within local missions and monitoring actions for young people when they enter independent housing. This represents State co-financing of around €280k annually;
– Support the mobilization of clauses d’insertion linked to the ERBM “mining cities” projects, with 2 FTEs financed within the PLIEs of Béthune and Lens-Hénin, and actions of sourcing and preparation of the beneficiaries of the clauses. This represents State co-financing of around €190k annually;
– Facilitate childcare to remove obstacles to hiring BRSA mothers, with an experiment in AVIP nurseries (reception aimed at professional integration) in Liévin. This represents State co-financing of around €30k annually.
On the North slope the actions carried out made it possible to:
– Create a mobile team to take charge of complex situations relating to theASE (up to 50 children/year). This represents co-financing of €240k for the State;
– Deploy large-scale actions in favor of health of young childrenwith systematic screening for language disorders and support for parents in making an appointment in the event of a diagnosis following the health check-up in nursery school at age 4. This represents State co-financing of €140k;
– Strengthen the mobilization of clauses d’insertion ERBM through the creation of a 2ETP support mission. In 2023, the departmental council proposed adding a Business mission to ensure the promotion of the CIE ERBM. This represents State co-financing of approximately €85k;
– Promote mobility through a platform inclusive mobility. This action is co-financed by the State to the tune of €60k;
– Mobilize school boarding schools as a prevention tool, with State co-financing of €40k.
The results obtained:
Regarding theASEthe Pas-de-Calais departmental council was able to support in 2022 183 young people leaving the program in the mining basin (out of a total of 629 young people supported in the Pas-de-Calais department), including 80 on the Housing component . The Northern departmental council supported 85 young people via its mobile device.
Regarding the clauses d’insertion ERBM [LIEN VERS PAGE INSERTION ERBM]the progress of the ERBM mining housing rehabilitation projects made it possible to mobilize 1,147 beneficiaries in the mining basin between 2018 and 2023.
With regard to the actions carried out in the Northern mining basin in favor of health of young childrenwe note that professional awareness made it possible to carry out screening of 4,300 children in 2021 and 2022, 12% of whom had a language disorder. Furthermore, the health check-up in nursery schools at age 4 led to 1,935 families being supported for specialized follow-up (mainly vision or language disorders), and this follow-up was effectively carried out in 70% of cases. An equivalent APRIS action was carried out in Pas-de-Calais under the departmental convention to combat poverty.
