Former minister Ismaïla Madior Fall reacted to the controversy sparked by her request to join Ifan. Mr. Fall, who responds to Sudes/Esr, believes that the unionists who accuse the Rector of wanting to place him at Ifan “are either ignorant of the rules which govern the status of teacher-researchers or in bad faith”.

The reaction of Professor Ismaïla Madior Fall was not long in coming, following the release of Sudes/Esr which denounced an attempt to “parachute” the former minister to Ifan. In a press release on Monday, Sudes/Esr unionists accused the Rector of Ucad of wanting to place the former Minister of Justice and Foreign Affairs in this structure in violation of “the procedures and rules for assigning teaching staff and research as stipulated in articles 8 and 24 of decree 84-1184 of October 13, 1984 relating to the organization and operation of the Fundamental Institute of Black Africa.

Responding to the attacks, Ismaïla Madior Fall, who informs that she “submitted a request to the Rector”, maintains that those who wrote this press release castigating her approach “are either ignorant of the rules which govern the status of teacher-researchers or in bad faith”. And Mr. Fall explained: “The Rector cannot and does not want to assign me proprio motu to Ifan, he can only submit my request to the deliberative bodies of the two institutions (Ifan and Fsjp) for opinion before take a decision thereon.”

Continuing his remarks, the former minister adds: “The Fac gives a favorable opinion, L’Ifan likewise, trade unionists cannot oppose it. In the event of a difference of opinion, I fulfill my duties as an exceptional class teacher for half a day per week. And I have all my free time.” For Ismaïla Madior Fall, “it is a desecration of university traditions and decency to throw up the hills and shout in the public square an opinion of opposition that we can calmly give in the appropriate authorities.” And to indicate: “Let us respect academic practices and freedom. Personal score-settling is not allowed at university.” Furthermore, Professor Ismaïla Madior Fall gave the reasons for her choice of wanting to join Ifan. Thus, he declares: “After having trained around fifty doctors and associate professors, chaired the Cames public law aggregation competition and accumulated ten years of government experience, I considered that, returning to the university, I I will be more useful to the university community by directing research on various subjects relating to public policy and governance, rather than giving lessons on the classic disciplines that the professors I have trained provide in a remarkable manner. My teaching activities at the Fsjp could then be limited to what they want me to complete with method conferences and courses on practical aspects not covered by theoretical teaching.”

The Rectorate also reacted following the exit of Sudes/Esr. Professor Mbaye Thiam, spokesperson for the Rector, maintains that “this approach is within the normal framework of things, since provided for by the texts”. He specifies that “Ismaïla Madior Fall, once back in her original faculty, can request an affection from Ifan. But this does not depend on the Rector who only ratifies the decisions of the departure and reception authorities.” And to clarify: “It is not the Rector who assigns him to Ifan. To go to Ifan, your home department of the Faculty of Legal and Political Sciences must give a favorable opinion. And it is only after this procedure that Ismaïla Madior Fall will be able to join Ifan. Thus, if his department of origin does not want to release him or the department of Ifan concerned does not want to welcome him, the Rector will not be able to assign him there.
