The City of Quebec has agreed with the Société de l’assurance automobile du Québec to set the amount of this new tax no later than September 15, for application in January 2025.

Cities initially had to decide on their intentions to implement a registration tax before May 31.

Mayor Bruno Marchand, however, campaigned for an extension of this deadline, which he considered too tight. The uncertainty linked to government aid and other inflows of money to balance the budget of the Capital Transport Network (RTC) did not allow him to determine a precise amount, he said.

The City of Quebec will therefore indeed adopt a regulation before the end of the month, confirming its desire to impose an additional contribution from motorists to the financing of public transport.

“This will take into account performance audits ordered by the government, discussions surrounding the deficits of transport companies and the future of mobility in the National Capital,” explains the Marchand administration.

In the meantime, the City’s request was to be accompanied by a “provisional amount” of $10 until “the visions of the government and the City on public transportation are clarified before even talking about the financial variable.

“This amount is established on a preliminary basis. The agreement between the City and the SAAQ provides that the amount may be revised by September 15, 2024, before the application scheduled for January 1, 2025,” it is specified.

The notice of motion for the by-law will appear on Tuesday’s municipal council agenda.

The cities of Lévis, Saint-Augustin-de-Desmaures and L’Ancienne-Lorette have already announced that they do not intend to impose an additional tax on registration in their respective territories.
