Guest of the “Event” Thursday October 3, the Prime Minister announced his intention to relaunch the “single allocation” project, a file previously opened by Manuel Valls or Emmanuel Macron, to ensure “that at the end of this job, it pays more to work than not to work.”

This is a favorite of his Republican colleagues, but also of successive executives in recent years. Guest Thursday evening on the show the Eventt on 2, Michel Barnier announced his intention to launch “for next year” a construction site «l’allocation unique social”. The objective of this measure will be to ensure “that at the end of this work, it pays more to work than not to work”, he declared, specifying that this “construction will take a little time.”

The new tenant of Matignon considered “that work must pay more than the addition of benefits”. But also that it was necessary “debureaucratize” allowances and “perhaps sometimes increase some of them”, csuch as for example that intended for “people with disabilities”. The Prime Minister, however, added that he had not yet “found concrete proposals on this subject” of the single allowance.

This unique social allowance recalls a proposal that the former European Commissioner had already formulated in 2021, when he was seeking the nomination of the right with a view to the presidential election. Michel Barnier then wanted to create a single capped social assistance to replace current social assistance, old age and disability assistance being “naturally protected”. He also said he wanted “encourage work and merit, to the detriment of assistantship”in particular by suspending unemployment benefits “after two refusals of a reasonable offer”.

This project is one of those presented on Wednesday by Laurent Wauquiez, president of the Republican Right deputies (formerly Les Républicains). With his troops, he advocates a “single capped social allowance” has “70% of the minimum wage”intended according to him to fight against“assistantship”. Before the boss of the right, Emmanuel Macron had also made it a campaign promise: the head of state then aimed to merge several social benefits to make the Single Social Allowance (ASU). And even before, it was Manuel Valls who, in September 2016, proposed the launch “a single allowance, open to all, from the age of 18, to replace the ten existing social minimums”.
