Faced with current environmental issues, the Community of Communes of Portes d’Ariège Pyrénées wanted to set an example by committing to a true sustainable development approach by setting up its administrative headquarters in Pamiers. In this process, it was able to benefit from State support under the “Green Fund”.

Established in new premises in Pamiers for almost a year, the Community of Communes of Portes d’Ariège Pyrénées has made an exemplary choice, particularly on the issue of sustainable development. By purchasing and renovating this old building formerly owned by Engie, the intercommunity wanted to limit its energy consumption.

Numerous works have thus been launched to clean up the site and undertake an energy renovation of the site, which has been unoccupied for around ten years, in order to allow the rapid integration of the numerous intercommunity services and thus preserve proximity with local residents.

“We wanted to relocate to the center of the town with the intention of being close to users of the community and thus allowing them to come on foot. I remind you, 45% of people who have a child enrolled in daycare in Pamiers do not have vehicles”, indicated the president of the CCPAP, Alain Rochet. “We are also there to support project leaders in home renovation. This proximity is therefore necessary, we are working to revitalize businesses in the town center of Pamiers. Being in the middle of what we wants to revitalize it is a necessity, we cannot blame others for setting up outside if we do not do it ourselves.”

A project supported by the State

The new headquarters is fully in line with the “Zero net artificialization” trajectory by 2050. The intercommunity has proceeded to improve the energy performance of the existing building as well as the future extension currently under construction. For this, insulation work was undertaken. CCPAP has also carried out a conversion of heat from gas, to the use of geothermal energy.

Once the work is completed, the site will have nearly 37% green spaces compared to 11% currently.

The CCPAP headquarters is therefore the first site to respect the recommendations of the Architect of Buildings of in the department. For its part, the State supported the project under the “Green Fund”, for a total amount of €108,363.60, including nearly €62,000 for work to improve energy performance. The latter is intended to finance projects presented by local authorities and their public or private partners in three distinct areas, namely environmental performance, adaptation of the territory to climate change and improvement of the living environment.

Once the work is completed, the site will have nearly 37% green spaces compared to 11% currently. Work to dewaterproof the car park is also planned as well as the future installation of a photovoltaic production unit intended for the site’s self-consumption. The arrangements for the future building will allow the reuse of rainwater for watering and supplying a separate toilet network. They will also make it possible to integrate current mobility issues with the installation of charging stations for electric vehicles, but also the development of premises dedicated to the community’s electric bicycles and the agents’ personal bicycles.

For his part, Jean-Baptiste Morinaud, sub-prefect of the Pamiers district, welcomed the project and the work in progress. “What we see today is a concrete example, with both part of the energy renovation and the future developments of the action that the State wishes to carry out through this subsidy.”
