(SenePlus) – The Ministry of Civil Service officially announced the start of the biometric timekeeping system in a press release dated April 26, 2024. This measure marks a major turning point in the control of the presence of state agents.

According to the circular, this new device coupled with video surveillance will make it possible to “carry out access control to the building and monitor the presence time, delays and absences of agents”. This is a stated desire of the authorities to strengthen the monitoring of work attendance.

As the text recalls, “working hours are set from Monday to Friday, from 8 a.m. to 5 p.m. with a one-hour break between 1:30 p.m. to 2:30 p.m.”, in accordance with Decree No. 96-677 of 07 August 1996. From now on, all agents will have to register on arrival and departure by fingerprint on the terminal located at the entrance to the building.

This measure marks a break with the past because “supervisory staff and duly authorized agents are not concerned” by the score. This is a major change in the management of State human resources which is already raising concerns about the attack on the freedom of agents.
