The contribution of the government of Canada will come from the Canada-Quebec Agreement on the Housing Acceleration Fund (FACL), through which Quebec received $900 million from the federal government. For its part, the Quebec government invested $900 million for housing projects during the November 2023 economic update. City of Thetford Mines is also an important financial partner in this project.
In the context of a housing crisis, governments in Canada and Quebec announced on February 16 that across Quebec, 2,574 new housing units will be able to be built quickly under the selection of 47 projects, including the one announced today. In order to ensure rapid construction of this project, its promoter must have entered into a contract with a contractor within twelve months of their selection to maintain its eligibility for the PHAQ.

Highlights:
- In order to ensure the affordability of other housing, a period of maintenance of the latter will be required. It could be up to 35 years and the aid rates will be modulated according to the duration of the commitment. Rents may be indexed each year according to the fixing indices provided by the Administrative Housing Tribunal.
- The goal of the PHAQ is to mobilize all partners who can set up affordable housing projects. Those who can submit projects are cooperatives, non-profit organizations, housing offices and private sector companies. The PHAQ also aims to accelerate housing construction, which is why its standards stipulate that projects must be started within 12 months of their selection.
- Launched in March 2023, the FACL is a $4 billion initiative of the Government of Canadaincluding $900 million for Quebec. It aims to accelerate the construction of 100,000 additional residential units across the country.
- The Quebec government also announced new investments of $900 million as part of its fall 2023 economic update to accelerate housing construction.
- On December 11, 2023, the Quebec government announced a first wave of 14 projects from the 2e PHAQ call for projects totaling 999 housing units.
- Quebec is resolutely committed to continuing its efforts to accelerate the construction of residential units on Quebec territory, relying in particular on the Planning and Development Act and other provisions. In addition, the Government of Quebec will set up an interdepartmental project acceleration unit in collaboration with Quebec municipalities and will adopt new government guidelines on land use planning that include indicators related to housing construction, based on which municipalities will have to set targets. It intends to propose legislative amendments, currently being developed and subject to their adoption by the National Assembly, aimed at improving urban densification, facilitating the authorization of the construction of residential buildings and reducing the associated delays accordingly.
