Dragon Ball Super has made a specialty of outbidding power. It involves in particular the transformations which allow us to increase the strengths of our characters tenfold. This almost makes us forget that some cannot transform. Is this a problem? Absolutely not, and these 10 overpowered characters even without transformations prove it to us.
#1 Oops
We tend to forget it, but Uub is the reincarnation of Buu and as such he is a very powerful character with enormous potential. In Super we even learned that he has divine ki in him from the Dai Kaiô Shin. During the Moro arc this was very useful, the child having saved the universe by giving his energy to a sphere similar to the genkidama which allowed Goku to regain the controlled form of Ultra Instinct and thus defeat the bad goat. Uub will therefore be useful in the future for our heroes, although we would already like to see him in action.
#2 Dyspo
With Burter, a member of the Ginyu commando, we had already known a character who considered himself the fastest man in the universe. Goku set the record straight on Namek, but during the Tournament of Power he met another character who also said he was very fast. Member of the Pride Troopers, Dyspo is not at the same level as Jiren and Toppo, however he remains very powerful. Even if unlike his acolytes he cannot transform, his speed is a major asset. Gohan and Frieza had to double up on him to have a chance of eliminating him.
#3 C-17
C-17 was a real threat in Dragon Ball Z. Tireless and inexhaustible, he gave our heroes a hard time, especially Piccolo. On the other hand, with the advent of Cell, Dr. Gero’s creation very quickly disappeared from the radar. While he could have lived a quiet life, Super brought him back to the forefront by making him the major character in the Tournament of Power. In terms of power he wasn’t ridiculous at all and even helped against Jiren. It is truly an achievement that he remained until the end of the tournament without transformation while Super could have made a GT by canonizing Super C-17.
#4 Hit
If there is a fighter who left his mark in Superit’s good Hit. Discovered during the confrontation between universe 6 and universe 7, Hit has shown himself to be a very dangerous opponent even defeating Goku. Being an assassin, his temporal abilities increase tenfold when he’s not in the middle of traditional combat. Unfortunately for him, stopping time no longer has any effect on Goku and Jiren, who can move even in this scenario. However, this in no way detracts from Hit’s disproportionate power.
#5 Mayor
Angels are some of the most powerful characters in Super. Merus was one before he flouted the rules by training Goku to master Ultra Instinct and intervening against Moro. Now mortal, Merus remains an extremely strong fighter. Having spent years training and understanding Ultra Instinct, there is no doubt that even without his divine nature he can beat powerful opponents.
-#6 Gamma 2
The movie Dragon Ball Super Super Hero has its share of powerful new characters even without transformation. Gamma 2 is obviously one of them. The android created by Dr. Hedo is, according to Piccolo, on the same level as Goku and Vegeta. Furthermore, the 2 heroes apparently would not have beaten Cell Max, something that Gamma 2 certainly did not do, but which at least strongly contributed to its defeat by sacrificing itself.
#7 Gamma 1
If Gamma 2 is very powerful, Gamma 1 is just as powerful. The big difference is that the android survived the fight against Cell Max. Accompanying Dr. Hedo to Capsule Corp, there is no doubt that Gamma 1 will return, and more powerful than ever.
#8 Granolah
Transformation or not, the most powerful being in Super was for a time Granolah. The bounty hunter cheated a little by wishing to be one, however he paid the price by losing life expectancy. It still paid off in the short term, with Granolah having defeated Goku and Vegeta during their first meeting. On the other hand, our heroes surpassed him when they mastered Ultra Instinct and Ultra Ego. Despite this, Granolah still remains one of the most powerful characters in the work today.
#9 Gas
Granolah is not the only one to have wished to be the most powerful in the universe, Gas having subsequently done so. The Heater was so strong after this wish that Goku, Vegeta and Granolah couldn’t stop him. even when there are 3 of them. The latter only owe their salvation to Black Frieza who easily killed Gas even if this is more worrying than anything else for the Z Fighters.
#10 Cell Max
Dr. Hedo used Dr. Gero’s notes to create Cell Max, the most powerful android. However, the one we saw is only an incomplete version of a much larger project. Despite this, Cell Max is a force of nature that even Goku and Vegeta probably couldn’t have beaten. Only Gohan Beast, considered in the manga as the most powerful character, could kill him. What would happen if Cell Max was at full power? Luckily for our heroes, we’ll never know.
