shooting foreign films will cost the State less in 2025

The tax credits allocated to the filming of foreign films will cost only 110 million euros in tax expenditures next year, half as much as in 2024.

It’s a device that always gets a lot of talk when Budget time comes: tax credits allocated to audiovisual production and cinema. Or 499 million euros in tax expenditure planned for 2025 to help the filming of films and series. An amount that has increased significantly in recent years. Except that at a time of savings in , the trend is likely to be reversed.

When a film or series is made in France, 30% of the total amount of expenses is reimbursed by the State in the form of a tax credit, up to 30 million euros. A device popular with French productions, with a cost for the 2025 Budget of 389 million euros. This is 50% more than in 2019.

Fewer foreign filmings in France

An increase defended by the CNC which highlights the relocation of filming in France and the economic benefits for the territories. But, surprise in the 2025 Budget: foreign filming will cost the state finances much less. Only 110 million euros in tax expenditure, half as much as in 2024.

And Bercy has nothing to do with it. This is primarily the fault of the strike of Hollywood screenwriters and actors, numerous American projects which were blocked and could not be realized in France. It is also the absence of certain blockbusters, like Mission Impossiblewhich do not take place every year. And then less significant means from streaming platforms.

France therefore does not seem to have lost its attractiveness for international players. But in the meantime it’s a small respite for the state coffers.
