This Friday, December 19, in Dijon, SDIS 21 presented the system planned during the end-of-year holidays at the call processing center.
“The service operates 24 hours a day, all year round, and there are always on-call operators!” Every day, firefighters handle nearly 600 calls from across the Côte-d'Or.
“We can have a reinforcement of the workforce during more sensitive nights like New Year’s Eve,” indicates Lieutenant Cyril Garmatuk, head of CTA-CODIS of Côte-d’Or, this Friday, December 20, 2024, presenting the device.
The call processing center
Located in the Toison d'or district, in Dijon, the call processing center (CTA), associated with the operational center of the Côte-d'Or departmental fire and rescue service (CODIS), processes calls. emergency calls.
Normally, three operators answer calls in the CTA room. Their first reaction is to define the urgency of the situation presented by their interlocutor before initiating help.
In front of them, two officers – a room manager and a deputy – are responsible for supervising the operational capacity of the SDIS. Their mission is to adapt the mobilization of equipment in the different fire and rescue centers.
“Tools allow the room manager and his deputy to have permanent supervision of the department on the machine, human and technical aspects,” explains Lieutenant Cyril Garmatuk.
From enlisted man to officer
Overall, 34 people run the CTA-CODIS. Every day, at the CTA level, 5 agents are present in the room during the day and 4 during the night, to which is added an on-call agent, who can be mobilized if necessary.
The ranks of the operators range from enlisted man to sergeant, control of the room is devolved to officers.
The sessions last twelve hours with regular breaks for meals or physical activity.
The SDIS operational center
In the event of an intervention involving numerous personnel and equipment, the CODIS takes over in a neighboring room. The CTA operators are then joined by elements of the chain of command.
The technical equipment makes it possible to establish video conferences with the prefect of Côte-d'Or or his representatives as well as with firefighters engaged in intervention.
Likewise, the room allows live viewing of drone images in action.
“The CODIS room makes it possible to manage an operation strictly speaking with an increase in power in terms of command and external relations,” explains Lieutenant Cyril Garmatuk.
“The role of CODIS is to analyze, anticipate and establish inter-service relationships as well as with the media,” underlines the head of CTA-CODIS.
The overflow room
For situations that are particularly consuming of human resources and materials, such as certain weather episodes extending over a large sector, an “overflow room” makes it possible to reinforce the first CODIS room.
Administrative staff, who are not firefighters but are trained in taking calls, are then mobilized alongside their colleagues.
160,000 apples by 2024
In 2024, CTA-CODIS will have processed more than 160,000 calls. Half come from the traditional 18 and half from the European emergency number, 112.
The 2,166 firefighters will have carried out nearly 25,000 interventions, or one every 20 minutes. The actions are distributed as follows: 72% personal assistance, 10% various operations, 9% traffic accidents, 7% fires and 2% technological risks.
