PRESENTATION OF THE “CITY COMMITTED AGAINST AIDS” LABEL TO THE CITY OF DIJON: ADDRESS BY CHRISTOPHE BERTHIER, DEPUTY MAYOR OF DIJON IN CHARGE OF PERSONNEL, SOCIAL DIALOGUE, FRATERNITY, THE FIGHT AGAINST DISCRIMINATION AND SECULARITY

Since the installation of the majority of François REBSAMEN, the City of Dijon has been committed to the Health and Well-being of its inhabitants

On each anniversary of World AIDS Day, prevention actions for the public have been put in place.

With Dijon Ville Santé, delegated to Françoise TENENBAUM every December 1st, an associative prevention village was set up at Place François Rude.

The aim here was to highlight our local associations which support the most vulnerable populations, such as SEDAP / CAARUD (Reception and Support Center for Risk Reduction for Drug Users) or even AIDES which benefits from a welcome at Place Émile ZOLA.

Other actions are subsequently carried out with:

– Weeks of screening at the University Hospital.

– Improvisational shows for young audiences from Dijon high schools, family homes, local missions or even civic service volunteers, and also from the Acodège.

– Interventions with the “History of HIV” tool with different training sectors such as IRTESS (Higher Regional Institute of Educational and Social Work of Burgundy) and lFSl (Nursing Training Institute).

Actions

Today, it is necessary to recall the news of the epidemic and above all to promote prevention and screening:

The City of Dijon with Madam Mayor, Nathalie KOENDERS, will offer, as every year, a theatrical show at the Théâtre des Feuillants with, for the first time, the Entr’Act company.

The show entitled “SI D’aventure” will allow interactivity between the artists and the public to raise awareness, inform and exchange in a fun way on the mobilization against HIV (450 young people will be welcomed during 3 performances).

In this regard, I would like to thank our historical partners: Health Insurance, ARS, CHU, IREPS (Regional Authority for Education and Health Promotion) and CeGIDD (Free Information Center, of Screening and Diagnosis, infections by the Human Immunodeficiency Virus, viral hepatitis and sexually transmitted infections) of which a team is always present to provide answers to the questions of the audience.

Commitments

“Dijon, city committed to fighting AIDS” also includes financial support measures for associations in charge of this theme.

For example, the AIDES Bourgogne-Franche-Comté association benefits from a CPOM (Multi-annual Agreement of Objectives and Means) with an annual payment of 16,500 euros from the CCAS of Dijon.

Its vice-president Antoine HOAREAU emphasizes that this subsidy in its scope still remains unique for a community.

For all ad ‘Hoc associations, 5% of the overall social budget is dedicated to them.

This prevention work is done as part of the organization of projects or actions also implemented within the Local Health Contract of Dijon metropolis.

The City of Dijon stood out by mobilizing in the fight against HIV/AIDS, viral hepatitis and for the reduction of risks among drug users, in particular by subsidizing various sexual health associations but also LGBTQI+ associations affirming that the Fighting discrimination linked to sexual orientation is an area of ​​focus in the fight against HIV/AIDS.

Campaigns and prevention actions against AIDS are frequent in Dijon, in particular through the establishment of various theatrical performances supported by the city and through regular funding for associations fighting against AIDS and reducing the risks linked to addictions. .

This label, created on December 1, 2011 and awarded by ELCS, will allow the City of Dijon to make its commitment to the fight against HIV/AIDS visible and to encourage other elected officials in the region to become more involved. in the fight against disease.

The City of Dijon is also the first community on the Côte d’Or to receive the “City committed to AIDS” label and hopes to be joined by others in the coming years.

Finally, many municipal elected officials joined the transpartisan call initiated last October by LOCAL ELECTED OFFICIALS AGAINST AIDS by signing the “Emergency Chemsex” manifesto to demand a public health response from the Barnier government on the subject of chemsex.

The publication of this label comes in a context marked by the consequences of an unprecedented health and social crisis, such as the worrying drop in HIV testing in 2020 and 2021 and prevention which brings the risk of a resumption of the epidemic . Local authorities have shown that they have the means to act against COVID-19 with the distribution of masks, screening and vaccination centers. They must now mobilize these resources for the fight against HIV/AIDS.
