The Hauts-de-France regional health agency has included in the 2023-2028 regional health project the need to continue the development of digital technology in the service of access to care in the territories and sets the operational objective of “promoting the “use of telehealth services and access to market solutions for health professionals”.
While Hauts-de-France is marked, like all regions, by difficulties in terms of medical demographics, telehealth, which is defined as all activities carried out between health professionals and their patients using digital technology, must constitute an opportunity with the development of tools for better access to care.
The ARS Hauts-de-France initiated an inventory in 2023 and analysis of the potential for the deployment of telehealth in the region, which highlights in particular the non-correlation between the use of telemedicine in the territories and the difficulties of access to care in these territories; as are regional predispositions to the use of telehealth in a regional context of high prevalence of chronic diseases.
This inventory, as well as the work already undertaken with the Agency’s partners – notably with the deployment in recent years of solutions in the fields of dermatology and the management of stroke – contribute to the roadmap for the uses of telehealth in Hauts-de-France.
The roadmap pursues 4 main objectives:
- Significantly increase telehealth practices by ensuring proper use, for all procedures and all professions, while respecting the patient’s care pathway;
- Encourage telehealth projects that meet the needs of health professionals, users and territories;
- Support the development of remote monitoring activities in the care of patients suffering from chronic pathology;
- Achieve the objectives of national and regional public policies around the uses of telehealth.
40 actions, organized into 4 axes, are included in the roadmap to achieve the 4 major objectives including:
- Awareness-raising actions for health professionals to promote the use of different telemedicine tools and the dissemination of good practices;
- Actions to make the telehealth offer more visible, including for unscheduled care;
- Support the development of telehealth in the field of addiction;
- Strengthen the use of telehealth for the benefit of patients in nursing homes.
Inéa Sant&Numérique Hauts-de-France, the regional group to support the development of e-Health (GRADeS) will ensure, with the ARS Hauts-de-France, and in close collaboration with local stakeholders, the deployment of this roadmap.
