Ghyslaine Wanwanscappel expressed her satisfaction: “ It is a real success which meets the needs of the local population and reinforces the attractiveness for health professionals. » Since the opening of the new blocks on March 18, 2024, the CHLP has carried out more than 1,800 interventions. These operations cover 11 specialties, ranging from gynecology to vascular surgery. A team of 35 surgeons and 18 anesthetists from the CHLP and the CHU are collaborating.

Projects from the National Council for Health Refoundation (CNR)

The Territorial Health Council (CTS) of Jura continues to implement the proposals emanating from the CNR Health, with:

  • Home teleconsultations assisted by an IDE: the ARS provides the necessary equipment to enable nurses to accompany patients during teleconsultations with general practitioners. This system, powered by reports from pharmacies, doctors and other stakeholders, aims to be sustainable.
  • Accommodation for medical interns: to facilitate the installation of new doctors, accommodation will be made available in Bletterans and Arinthod.
  • The “Women’s Bus”: “ we would like to carry out a campaign in each village and ask the municipalities to participate », underlines the director. It is in fact a flagship project for 2025: carrying out gynecological consultations in rural areas, intended for women with disabilities, in precarious circumstances or those far from health centers. The objective is to improve the screening rate for female cancers in the department, which is well below the regional and national rates.

Strengthening the medico-social offer for the elderly and people with disabilities

  • Opening of two territorial resource centers in 2024 in Clairvaux-les-Lacs and Bletterans, to meet local needs.
  • Construction of a new EHPAD in Champagnole with 98 places, with an opening planned for the end of 2025.
  • Creation of three Adapted Activity and Care Centers within EHPADs: two daytime PASAs and one nighttime PASA will be set up in Saint-Claude, Bletterans and Malange, to accommodate people suffering from behavioral disorders or neurodegenerative diseases . Places will be open to outsiders.

In addition, the disability sector benefits from additional financial support of €1.6 million in 2024.

Development of Local Health Contracts (CLS) and Territorial Professional Health Communities (CPTS)

The third CLS of the department was signed, covering the Dolois region and its four communities of municipalities.

By the end of 2024, Jura will be entirely covered by CPTS: that of the Dolois region has hired its coordinator, the health project is currently being drafted; the country of Haut-Jura has hired its coordinator and the health project is also being drafted; the territory of Nozeroy-Champagnole has integrated the CPTS of Haut- forestry.

Actions to strengthen the attractiveness of care professions

« It is Suffice it to say that this is a major challenge. There is a lack of professionals even if the funding is there and the means exist », Indicates the director. Here is what was put in place:

  • Award of 23 study grant contracts which guarantee financial aid to students in their final year (including €3,000 paid by the ARS), in exchange for a commitment to work in the department (18 months minimum).
  • Support for learning with assistance to 26 learning master tutors.
  • Creation of a network of caregiver ambassadors and hospital service agents supported by the Red Cross. This project aims to promote these professions to students and people undergoing retraining.

Fight against the proliferation of the tiger mosquito

This mosquito has settled in around fifteen municipalities in the Jura. The ARS calls for collective mobilization to eliminate breeding sites and limit the spread of this disease vector. Simple actions, such as covering water collectors and eliminating stagnant water, are encouraged to avoid chemical treatments.

Promotion of vaccination against human papillomavirus (HPV)

The vaccination campaign began on November 12 in the department, with 317 vaccination authorizations granted. Actions are being carried out in colleges to raise awareness among young people and increase vaccination coverage.

Despite the many challenges and the number of vacant positions, particularly for the professions of nurses, specialized educators, physiotherapists, hospital service workers, nursing assistants, cardiologists… Ghyslaine Wanwanscappel concludes with optimism: “ For several months, we have noted the actual and potential arrival of new private doctors. This is an encouraging signal, even if there remain difficult areas. The Jura has many assets and these new facilities are promising for the future of our healthcare offering. »
