Faced with the chronic and growing problem of drug supply, the Social Security financing bill (PLFSS) for 2025, presented to the Senate by the government, provides for three measures directly involving health professionals. These measures must be taken not only in the event of a shortage, but also upstream, in the event of a risk of a shortage or to preserve the availability of products whose demand fluctuates according to seasonality (antibiotics, etc.). “ This was already potentially the case but here, the ANSM (National Agency for the Safety of Medicines and Health Products) is responsible for preventive measures. », commented Philippe Besset, president of the Federation of Pharmaceutical Unions of France (FSPF).

The first measure is the expansion of the scope of drugs of major therapeutic interest (MITM) that can be substituted by the pharmacist in the event of tension, on the recommendation of the ANSM, and according to pre-established procedures. “ The pharmacist will just have to press the button and it works! », greeted Philippe Besset. Another measure is the obligation for the prescribing doctor to use a conditional dispensing order. These two measures are described as “good ideas”, by Philippe Besset, who rejects the third, the obligation of dispensation to unity, judged “ very time consuming ».
