UNIS and Action Logement are mobilizing for Visale

On Tuesday, August 27, Unis, Action Logement Groupe and the Association for Access to Rental Guarantees (APAGL) renewed a partnership agreement for the mobilization of the private rental sector in favor of employee mobility. This partnership allows Unis and Action Logement to act jointly in favor of supporting professional mobility, the attractiveness of territories and the fluidity of residential pathways. Their joint actions include the promotion of the Visale guarantee and the securing of rents, as well as the capture of a private rental offer accessible to employees and young people.

“This agreement for housing and employment is part of a voluntary approach by the jointly mobilized sector. It is the duty of a professional organization to work with the stakeholders of its members and their clients. Professionals are the actors in the deployment of a public policy with mixed means for a purpose of general interest that is particularly relevant in the current economic context.“, specifies Danielle Dubrac, President of Unis.

Mobilizing the private rental sector in favor of employment

Visale is a free rental deposit financed by Action Logement and launched in 2016. Since its creation, 1.3 million people have benefited from this system designed to facilitate access to private housing. 77% of applicants consider that Visale has been decisive in their home-work connection.

The five-year agreement signed between the State and Action Logement in July 2023 also provides for the allocation of Visale to more than 2 million additional households by 2027, in particular thanks to the extension of the system to seasonal and self-employed workers.

The Rent for Employment (LPE) offer brings together aid and services from Action Logement aimed at private landlords, to mobilize private rental housing in order to house employees with a priority given to economic mobility situations.

The partnership is also structured around the following orientations: Support the development of a social and intermediate housing offer, contribute to the reflection on the status of the private lessor and contribute to innovation in access or rehousing of employees in the private rental sector.

Action Logement, APAGL and Unis will actively cooperate on the various axes of the partnership by combining their expertise and creating synergies between their entities. They will thus develop the service provided to landlords and investors and promote the production of an accessible housing offer for the benefit of mobile employees and employees with modest incomes.

As part of this cooperation, Action Logement, APAGL and Unis undertake to inform each other, to communicate widely and regularly, as well as to participate in working groups in order to improve the prescription of the Visale guarantee and the capture of an accessible private rental offer for the benefit of employees and young people.

A partnership that contributes to the decarbonization of the private rental sector

The energy renovation of the private sector is a major issue sanctioned by the requirements of the Climate and Resilience Act, which provides that housing with labels E, F and G will be progressively prohibited from rental. Strengthening the rental security of landlords is therefore essential in order to avoid an attrition of the private rental offer which would hinder the mobilization of this sector for the purposes of strengthening the employment-housing link.

Unis and Action Logement therefore agree to act in favor of the decarbonization of the private rental stock on a national scale and the maintenance of the private rental offer under energy performance conditions.
