Let’s take an illustrative example of the catastrophic management of the public sphere by the Macron administration. Do you have any idea of ​​the money that has been spent on the hospital, outside the budget, that is to say the exceptional contributions that have been paid over the last three years? That represents 40 billion euros.

That’s three times the justice budget. While we don’t really have the impression that it’s working much better. There have been 7 billion euros in salary increases per year, debt reduction aid and investment aid. Why is it ultimately so unproductive?

The Court of Auditors has produced a fascinating report which explains thatwe sprinkled, we wasted. These increases, from 7 to 8 billion per year, were necessary, but we did not ask for any compensation from the structure in terms of organization, in terms of organization of night guards, weekend guards. In fact, we dealt with the consequences, but not the causes.

The money didn’t go to the right place. We overcompensated hospitals that were doing well and undercompensated those that were doing badly. 80% of hospitals benefited from this windfall when in reality, only a third are over-indebted. No measures to restore the accounts in a sustainable manner have been put in place.

As if we had thrown 40 billion euros out the window

Normally, when you bail out a company, you give it money, but you try to make sure it doesn’t lose any more. Nothing has been done. To the point that, in 2021, the number of over-indebted establishments is falling, but it will start to rise again in 2022.

Concerning the modernization of hospitals, the judgment of the Court of Auditors is final. Sprinkling of money, no defined priorities, poorly managed system, no technical expertise to select projectsthe problems are multiple. In addition, there are too many projects, the regional health agencies have selected 27 billion euros worth of projects by 2029, hence the risk of a new financial drift.

In the end, it’s as if we had thrown 40 billion out the window. What is striking is that Fundamental issues have not been addressed. Haste, incompetence, lack of direction. In fact, we used automatic watering, when we should have used targeted treatment.

As a result, four years later, the situation remains extremely tense, while the public debt is still there. That is the whole problem with public action under this presidency. We are not getting value for our money.
