Civil service, unemployment insurance… these major reforms awaiting Michel Barnier

Already many files piling up on his desk. Having just been appointed Prime Minister on Thursday, September 5, Michel Barnier will have to very quickly relaunch many labor market reforms put on hold by his predecessor, Gabriel Attal. The first is that of unemployment insurance, which the former government hoped to apply as of December 1. In particular, it was planned to tighten the conditions for opening a new right to unemployment (having worked, in the general case, 8 months out of the last 20 months, compared to 6 months compared to the last 24 today) and to reduce the maximum compensation period (from 18 to 15 months for the so-called “common law” rules).

But this new tightening of the screw was put on hold during the inter-round of the legislative elections. Despite the strong criticism from the unions, Michel Barnier, a member of the Republicans, is very likely to reopen this project. It remains to be seen whether he will resume it as is or whether he will seek to amend it.

The second major reform in terms of employment awaiting the new Prime Minister: that of remuneration and careers in the civil service, also suspended due to the uncertain political context. In this context, Stanislas Guerini, the minister leading the reform, wanted to strengthen the place of merit in the remuneration of agents and eliminate categories A, B and C from the civil service.
