The future municipal stadium of Kolda creates controversy between ISRA (CRZ) and Kolda town hall. At the origin of the dispute, the Kolda zootechnical research center (CRZ) believes that the land intended for the stadium belongs to their domain which is a land title. Mamadou Ousseynou Ly is the director of ISRA/Kolda who believes that they were attacked by the town hall by occupying their land. Thus, the attacked plot number 3 of 95 ha is the one where the town hall would like to install the municipal stadium.
According to the latter, ISRA’s land titles include 305 ha TF 346/HC, 463 ha TF 201/HC, 1226 ha TF 253/HC and 602 ha unregistered land.
In the process, he maintains that 50 ha were declassified for the ZAC (2003), a strip of 50 ha returned to the cooperative of ISRA agents and 04 ha to Senelec (parcel 4 of 92 ha).
Questioned on the question, the mayor of Kolda Mame Boye Diao provides details. Thus, he maintains that the land has been allocated to them by the Ministry of Urban Planning since December 2022. At the same time, he specifies that this site houses lots such as the artisanal village, the hub, the fish farming area, the vocational training center whose stone laying was done by the Minister of Higher Education without ISRA arguing over it.
In surprise, laments the director of ISRA, “one fine morning, we see graders digging up this entire large plot dedicated to livestock and agriculture before pouring construction sand on it. » In this vein, he recalls “following this, we tried to obtain documentation from the local technical services to find out when this plot was declassified. Besides, in my opinion, I do not think that this parcel is declassified. In this sense, we know that a land title emanates from the President of the Republic…”
-According to the mayor of Kolda, “as a clerk, I made a request to the minister in charge of urban planning for ZACs who himself, through the DGUA, allocated these lands to us…”
Very persuasive in his argument, Mamadou Ousseynou Ly recalled: “we are on this site to denounce the aggression that the CRZ has been undergoing for several years. Here we are on plot 3 which is a CRZ land title located in the East zone on a land heritage of approximately 2,500 hectares. » Moreover, he specifies: “this part is subdivided into several plots for breeding and agriculture. Thus, we have 250 heads of so-called “ndama breed” beef which are endangered. In this sense, this area allows us to conserve this breed which is very important for its meat. »
Today, the CRZ believes that dialogue with the authorities remains the only way to find a solution. This is why CRZ officials inform the authorities that any deficits or lack of objectives would be linked to this land spoliation to which the estate is subject.
