Elderly people – New pricing rules put in place for certain nursing homes in 2025

Not all nursing homes can accommodate beneficiaries of social housing assistance (ASH). Nursing homes authorized for social assistance (all public nursing homes and most associative nursing homes) welcome not only ASH beneficiaries but also people who are not eligible for this assistance.

Since 2005, these establishments can freely set an accommodation rate for residents who are not ASH beneficiaries. To regulate this price, the nursing home had to conclude a social assistance agreement with the departmental council of its location. The accommodation rate applied to residents benefiting from ASH was, for its part, defined directly by the departmental councils.

A decree published in Official Journal from 1is January 2025 changed the terms and conditions for setting prices for these nursing homes. The rate applied to residents benefiting from ASH remains defined by the departmental councils; and the decree sets the maximum difference at 35%, for identical services, between the accommodation rate applied for ASH beneficiaries and that applied for non-beneficiaries of this aid. When differentiated pricing is put in place, a nursing home must inform the departmental council of its location. The departmental council has the possibility of reducing the price difference put in place by the nursing home, in order to preserve an affordable accommodation offer within its territory.

Nursing homes can use these new methods of setting prices for people arriving in their establishment from 1is January 2025.

The accommodation price for nursing homes includes:

  • the provision of a room;
  • maintenance of private and common spaces;
  • catering services (access to a catering service, as well as 3 meals, a snack and the provision of a nighttime snack);
  • social life entertainment services (access to collective events and activities organized within the establishment, etc.).
