Sudden closure of the rural multiple of Rougnac: the cumbersome debts of the ex-manager

The accused, Clément Rayer, defends himself. The 18-year-old young man believes he “does not owe anything to anyone” and claims to be a victim in this story, in which he explains “having filed two complaints for abuse of power against the town hall and for insults against a deputy at the Angoulême judicial court “. Two procedures of which it is difficult to trace and for good reason: in terms of complaints, the young man explains that he is “in contact with a rights defender”, without however providing proof.

Only the very faded sign at the back of the building leaves a trace of the Chabala.

On the town hall side, a court summons is underway, in order to recover the nearly €9,000 in unpaid rent. The municipality is still waiting for the keys to be returned, after a missed appointment on December 3. The former manager justifies this absence because he is his “employee [son père, NDLR] who had been invited” and not him: “I didn’t even know about it.”

Suppliers in trouble

“What pains me the most is for the small suppliers to whom he hasn’t paid anything,” explains the mayor, Cyrille Guédon. False, according to Clément Rayer who explains having sold the equipment which was part of the business in order to reimburse them. False, assures Denis Cardinault, brewer from Coteaux-du-Blanzacais who put his beer, Troa, on consignment from September. “He explained to me that he preferred this method to promote local products and pay when the bottles were gone,” says the disappointed business manager. “I went to see him the first time, he told me that all the stock was sold and that I could make a second deposit. » What the craftsman did… without ever seeing the color of his currency.

It's a bit the same story for Sébastien Lafaye, of Maison Lafaye, butcher-charcutier-caterer in Angoulême, also assistant in Rougnac who would be targeted by Clément Rayer's accusations. He is still waiting for payment of “nearly €3,000”. He retains a bitter taste of this adventure while he considers having been “one of the defenders of their installation, I continued to provide them as I did for the previous owners”.

“No, not all of them have been settled,” finally concedes the former manager who explains that, to do this, he “put the company into liquidation”. Here again, nothing corroborates his statements, on the various registers, Chabala would still be active. “Yes because we are behind schedule and it should be done mid-week [celle de Noël, NDLR] “, he assures. However, the commercial court held its last hearing of the year on December 19.

In the streets of the village, the image of Clément Rayer and his father Joël is not excellent. A mother talks about an “arsouilles” evening where it was not possible to come with the family, others talk about “a snack menu” when the initial project was about a restaurant and still others about “very flexible” hours.

The mayor insists on the goodwill of the municipality to welcome them as best as possible: “We took them for the reception of the 2024 greetings, carried out more than €50,000 of work for the business and the apartment by offering them a month rent for the inconvenience, I even rented them the village hall for their goodbye drink even though they didn't pay us their dues! »

Clément Rayer does not have the same version. He mentions long-term work which forced him to live in and “make two round trips a day for two weeks”, attacks which generated a bad reputation, “a month-long closure” so that the former owners can carry out work on a hood, “a water leak in the apartment which damaged the restaurant”…

In short, none of the parties will spend the holidays together, the mayor's wish remains that this story ends so that new people can take over in a village where the rural multiple is a place of life.
