What gives a little hope to the new construction sector? The Prime Minister, François Bayrou, indicated that he regretted the abandonment of the expansion of the zero-rate loan, a measure which was planned in the 2025 budget of the Barnier government, which was ultimately censored. According to him, this motion of censure was above all aimed at “to bring down” the management team in place, “without paying attention to the damage this could do to families and businesses”. He spoke thus, this December 19, 2024, on France 2.
Maintaining the expansion of the PTZ in the future budget is one of the main demands of professional organizations in the building sector, such as those united within the Housing Alliance. They can now only hope to see this regret for the expanded PTZ, expressed by the Prime Minister, clearly reflected in the future Budget for 2025.
The government before Christmas, the Budget no earlier than mid-February
François Bayrou also hoped to be able to make the members of his government known before Christmas; and envisaged the vote on a next budget, at best, for mid-February 2025. As for the content of this future text, it simply indicated some general principles: rebalancing public finances, while remaining in the area of “supportable” a you “sustainable” ; but without increasing business taxes. “It is not through taxes that we ensure the smooth running of a society. […] We must preserve businesses. Everyone wants to make them pay. But it is the only place where jobs and wealth are created. Large companies are the economic fabric of France.” Michel Barnier’s draft budget, as a reminder, notably planned to increase charges on low wages, a measure widely criticized by employers in recent months. These words from François Bayrou are likely to reassure him.
Finally, François Bayrou also considered that “if we had the same employment rate as Germany and the same productivity as our neighbors, we would not have a problem financing our pensions”.
