From August 1, 2025, the off-peak and peak hours system should be modified. Objective: to encourage consumers to use electricity when it is more abundant in order to save money.
Electricity consumption habits will change from 2025 with the entry into force of new regulations concerning electricity and the use of peak and off-peak hours. Explanations.
How it works today
Three out of four households in France are currently affected by the following operation today. In other words, a 24-hour day is divided into sixteen full hours and eight off-peak hours. Off-peak hours offering consumers a 30% reduction in prices, mainly at night.
However, the change in electrical uses (heating, cars, etc.) and the growth of renewable energies mean that the periods of high and low demand on the electricity network have, in fact, also evolved.
What could change
One of the main measures envisaged is the implementation of off-peak hours adapted according to seasonality. Also, off-peak hours could be scheduled from 7 a.m. to 11 a.m. and from 5 p.m. to 9 p.m. from November to March.
Then, from 7 a.m. to 10 a.m. and from 6 p.m. to 11 p.m., in summer. Or even from 2 a.m. to 6 a.m. and from 11 a.m. to 5 p.m. “This is to take into account the abundant production of solar electricity,” reports RMC.
When could this measure come into force?
This change could take place as early as 2025 but would be spread over two to three years. In Brittany, the EcoWatt tool is widely used to reduce energy consumption. It offers the possibility of seeing the level of consumption, region by region, and leads to adapting behaviors and taking the right actions.

Mandatory since 2022, until now no penalty was applied to owners. From August 2025, this will no longer be the case. Unequipped users, “except for technical impossibilities caused by Enedis”, will be liable for €6.93 every two months, or €41.59 per year, if they communicate their consumption index to Enedis or make an appointment to do so. Without this precaution, it will be necessary to add every two months. The annual bill will then amount to €66.66, as detailed by Moneyvox.
