the Finance Commission votes to create 4,500 positions against tax evasion

The Commission also added €590 million in additional credits to fight tax fraud.

The Finance Committee of the National Assembly on Thursday unraveled the government's savings measures on the envelope allocated to the fight against tax evasion in the 2025 draft budget, adding 4,500 civil servant positions and expenditure of 590 million euros.

The amendments tabled by the New Popular Front, and voted on, provide for the creation of 4,000 finance inspector positions, responsible for “strengthening the fight against major tax fraud” (€230M) and 500 customs officer positions (€26M) .

550 fewer positions at the DGFiP

The deputies thus canceled the elimination of 550 positions in the general directorate of public finances (DGFiP), one of the government's flagship measures to save money.

The NFP projects also include, in particular, the creation, for 88 million euros, of an “expertise service dedicated to the study of fraud schemes”. The Commission has added a total of 590 million euros in additional credits to the envelope intended to fight tax fraud, estimated its vice-president, LR MP Véronique Louwagie.

In this context, representatives of the government parties and the RN rejected the text. “You have decided on a very significant increase in needs, which does not correspond to the constraints that we have,” said Ensemble pour la République MP Jean-René Cazeneuve, who considered that the government’s project had been “ deformed”.

“We are oversizing needs and we are making fools of ourselves, it’s all in excess and nothing will be retained, it’s a shame,” lamented Democratic MP Perrine Goulet.

Vote expected on revenue

The left, on the contrary, voted in favor of this revised text. “We are talking about services which are currently in dire straits, even though they are carrying out a very important mission” justified the rapporteur of the text, LFI deputy Jérôme Legavre.

However, it is not certain that these amendments will be adopted in the hemicycle. Before discussing this “expenditure” part of the budget, deputies must first vote on the “revenue” part, which again saw the left-wing parties considerably increasing the government's tax measures.

He has planned a solemn vote on this part on November 7, but it could be postponed for “a few days if necessary”, according to a government source, who concedes that the use of 49.3 – which allows the adoption of a text without a vote, except for a motion of censure – as a last resort “remains a possibility”.
