In Luxembourg: “More and more teachers are turning their backs on school”

According to the ministry, the number of children with special needs in care increased from 702 in 2019/2020 to 2,574 in 2023/2024. Most often, in basic education, this concerns language development, intellectual development, autism spectrum disorders and socio-emotional development.
To better take this into account, the government has set in its program: the expansion of the network of skills centers, and the provision of additional teachers specialized in EBS supervision (I-EBS), the introduction of EBS assistants (A-EBS) and, where applicable, educational staff according to the needs of the schools”. At least one I-EBS must be present in each school during school hours.
Finally, as part of the agreement with the Uni, three new masters degrees (school and teaching development, inclusion, school management) will be created. “The master’s degree in inclusive education and educational accessibility aims to best prepare teachers for the challenges that arise in the care of students with specific educational needs.”
