It’s an unlikely scenario, but one that is growing in ministerial offices. While France is still waiting for the appointment of a Prime Minister, several senior civil servants assigned to ministerial offices say they are waiting to find out whether they are leaving their posts… or not!

“Everything will depend on who is appointed to the government,” says one of them. Why not continue if the Macronists remain in place? Everything must change so that nothing changes.

At Matignon, Emmanuel Macron has even reportedly found the chief of staff for the future Prime Minister, before designating the Prime Minister. This is reportedly the prefect of the North and Hauts-de-France, Bertrand Gaume, a close friend of Benoit Hamon who had already been tipped to take over from Aurélien Rousseau after his departure from Elisabeth Borne’s office. The latter refused. But this leak clearly shows the Élysée’s temptation to keep control of the state apparatus.

On the budget, the end of easy savings

Easy savings that were drawn from the post-Covid recovery plan: 100 billion euros, including 40 billion financed by Europe, in favor of the ecological transition, competitiveness and social and territorial cohesion. After having poured out tens of billions in 2021 and 2022, the plan is coming to an end. Spending fell to 4.21 billion in 2023, 2 billion this year and will fall to 200 million next year. As we spend less and less, this allows us to show easy savings, but this little budgetary sleight of hand is over.

It would also be interesting to know whether this plan has been effective. Yesterday, the European Court of Auditors sounded the alarm on the risk of “inefficient spending”. The French Court of Auditors will publish a report on the French plan in a few days.
