Around twenty representatives of the FDSEA and Young Farmers of Corsica gathered in the corridors of the Departmental Directorate of Territories and the Sea (DDTM) this Monday, December 23, 2024 in Bastia.
Installed in the premises, they no longer intend to move until they have received a response from the competent authorities and a long-term solution.. “If we have to spend the holidays here, we will spend the holidays here, because we can’t take it anymore” cries Joseph Colombani, president of the FDSEA of Haute-Corse.
According to him, out of the 30 files of French farmers whose aid has not been regularized within the framework of the CAP (Common Agricultural Policy), 26 concern Corsican farmers. “There are people who have not received their aid for several years, and these people have no explanation as to why or how” attests Joseph Colombani. For the trade unionist, this processing delay is explained by a lack of consideration. “Many of us think that Corsican farmers are treated differently” he gets carried away.
Added to this problem is the particular case of pastoral groups established in Niolo, which, again according to the union, do not receive all the aid they should receive.
Around fifty farmers are affected by this problem. Concretely, breeders formed into pastoral groups can only declare the occupation of summer pastures for six months. However, they actually occupy the territory for a greater part of the year. Despite the prolonged use of summer pastures, these areas are not recognized correctly, which impacts basic payment rights (DPB). They therefore only receive aid for six months, while they have costs over a longer period.
A reality which has direct consequences on the income of breeders: “We have to buy our fodder, it’s a real loss of income” says Jean-Marie Castillani, breeder and president of one of the pastoral groups. If a solution is not found before December 31, 2024, all aid not received over the last two years will be lost. It is for this reason in particular that the mobilization is organized just before the end of the year. For its part, the management of the DDTM did not wish to answer our questions.
