Agadir: Administrative court cancels authorization for major tourist-real estate project in Dakhla

The competent administrative justice of Agadir has just annulled decision No. 1/2023 of September 1, 2023 of the wali of the Dakhla-Oued Eddahab region.

This decision authorized the transfer of ownership of a piece of land from the State Domains to a private company, which was planning to invest in a tourist-real estate project not far from Dakhla.

This land, the object of this discord, had already been transferred to a company that operates in real estate, in order to build projects there, writes Al Akhbar of this Thursday, July 4.

According to the daily, “The company owned by a member of parliament in the region had filed an application with the regional investment center (CRI) of the Dakhla-Oued Eddahab region, with a view to launching a tourist-real estate project, consisting of 93 luxury villas, apartments and a 3-star hotel».

The project had been validated by the CRI, and administrative procedures began to transfer, in 2011, at an encouraging price of 35 dirhams per square meter, a plot of land with an area of approximately eight hectares to the company which signed specifications requiring it to return this land to the State if the work had not started within 36 months, specify sources interviewed by the daily.

These same interlocutors specify that this “company sold this land in February 2023, in return for a very large sum, to a company belonging to a parliamentarian from the Oriental region, even though the specifications formally prohibited this transaction».

Despite this violation of the contract which had been concluded by the company of the parliamentarian of the Dakhla-Oued Eddahab region, the company of the parliamentarian of the Oriental region has launched work on the land which is the subject of all this dispute.

Al Akhbar also specifies that “A citizen discovered, to his great surprise, that a plot of land with an area of 470 square meters, which he had benefited from in 1993, was located in the area where the work of the second company is underway“, which prompted him to file a complaint.
