The Friborg State Council has adopted an action plan on the development of the use of generative artificial intelligence (AI) within the cantonal administration. It thus intends to encourage, while supervising, the use of this tool for the administrative tasks of all State personnel.
The action plan highlights the potential of AI, particularly in terms of administrative tasks, automation of repetitive missions and data analysis, the canton of Friborg explained on Monday. It highlights data protection and ethical issues with measures to make users aware of the risks.
This document provides for the establishment of a training offer for staff to supervise the development of the use of generative AI. It is the State departments which will supervise the implementation of the project within their entities.
Concretely, the Council of State will make the generative AI software “Copilot” available in its basic version for the entire cantonal administration. Other tools may be acquired by State entities according to needs within the framework of ordinary budgetary procedures.
At the same time, the Friborg Council of State has decided to study the provision of a chatbot, or conversational agent, in order to facilitate the population’s access to information on the website. This tool should allow citizens to ask questions to the chatbot to access state information.
