From January 1, 2025the social security ceiling (PASS) in France will be increased by 1,6 % to reach an annual amount of 47 100 euros. This increase affects thousands of French people, because it serves as a reference for calculating various social contributions and benefits, directly influencing the income and social rights of many beneficiaries.
A moderate increase after a strong revaluation in 2024
After a notable increase in 5,4 % in 2024, this new increase is relatively modest but is part of a trend of continuous revaluation of the PASS in line with the progression of salaries in France. The social security ceiling plays a central role in the calculation of social contributions et services such as daily allowances, disability pensions, or even retirements. With this increase, the monthly amount of the PASS will amount to 3 925 euros and the hourly ceiling will reach 29 euros.
Who will benefit from this increase?
The beneficiaries affected by this increase are mainly those receiving daily allowances (for illness, work accident, maternity, etc.), disability pensions, and old age pensions. This revaluation means that their benefits calculated according to the PASS will experience a slight increase from next January.
In addition, for employers and employees, the PASS also determines the tax and social exemption threshold for certain compensation, such as that for conventional termination. This increase will also impact the amount of minimum compensation paid to internship students, the contribution to the National Housing Assistance Fund (Fnal), as well as certain family assistance.
An important change for social contributions and rights
The PASS, which evolves according to average salaries in Francerepresents much more than a simple calculation ceiling. In addition to unemployment benefits and school fees, it also determines eligibility for social benefits for many homes. Thus, an increase, even a modest one, has repercussions on the budget of socially insured persons and the structure of their rights.
While the changes will come into force at the start of 2025, this increase remains in line with regular annual adjustments, adapted to economic developments. The final details of the PASS will be confirmed by a decree published by the end of the year, formalizing these new values for all levels (annual, monthly, daily, and hourly).
The transition to an annual ceiling of 47,100 euros should thus strengthen social security for thousands of French people, while adjusting to current economic realities.
