The population is called upon to vote, on November 24, on the modification of the Federal Health Insurance Act (uniform financing of benefits), opposed by referendum. The services covered by compulsory healthcare insurance in Switzerland are not covered uniformly.

By modifying the LAMal, Parliament decided that all compulsory healthcare insurance (AOS) benefits will be financed by the cantons and health insurance funds according to the same distribution key. The cantons will cover a minimum of 26.9% of the costs for all services and the health insurers a maximum of 73.1%. This uniform funding aims to reduce bad incentives and encourage outpatient treatments and collaboration between doctors, therapists, caregivers and pharmacists. According to a study by the Federal Office of Public Health, the reform could save up to 440 million francs per year.
