In recent months, a wind of optimism, necessarily measured, has been blowing through the management of the Cotentin Hospital Center (CHPC).

The hospital is better. We succeeded in recruiting, thanks to the work carried out by management and the young department heads who mobilized their networks. I am thinking of Firas Abbas, the president of the Establishment Medical Commission, who does a lot of work coordinating and mobilizing the teams.

Services are getting better

Last Thursday, François Mengin-LecreulxDirector General of ARS , visited the entire Emergency Department. In just under three years, the service has grown from 5 FTEs (Full-Time Equivalent) to more than twenty. Enough to spend the summer without problems, while many services, here and there in , have had to close.

In the Emergency Department, there are now electronic tables which present at any time the number of patients who remain to be taken. It’s better structured than in the past. This allows the departmental regulator to have real-time information. When there is space here and not elsewhere, this allows us to send people to the CHPC. We are really no longer in a system on the verge of implosion, as we experienced recently.

Other services have regained new vigor.

The gastroenterology is “almost full” with five to six new professionals. The service of research is well endowed. Long on temporary drip, l’anesthesia rebuilt a team. A young gynecologist has arrived. A palliative care service will open. Cardiology has changed its face. ” There coronary angiography was a very important issue also in terms of image, judges the mayor. It helped show that important things were happening in this hospital. »

More staff

Some curves reverse, others cross. For three to four months, it has no longer been rare for the CHPC to provide human reinforcement to the University Hospital of () or the Avranches hospital. This was already the case in Saint-Lô.

The hospital has regained staff numbers equivalent to those which were short before the job reduction plan, decided in 2019 by the I cover (around 80 job cuts instead of the 190 expected, the logic having been stopped by the health crisis).

Initiated a few years ago, the deprecariousness plan worked well. The proportion of contract workers has fallen, tenures are being established more quickly.

There are almost no more vacant positions on the organization chart. Even when the hospital opened for reconstruction, we had vacancies. We have managed to work on team satisfaction, working conditions, the apprenticeship policy… We are starting to have an excellent reputation among the young people who come on the issue of support during the immersion period.

On this point, time has been included in the tutors’ job descriptions to take care of young people in training. Quite rare in hospitals.

10 to 12 million euros deficit per year

The deficit continues to grow in hospitals. The two billion mark could be crossed by 2024.

In Cotentin, the deficit is stabilized between ten and twelve million euros per year. The situation is still very tense financially. The budget presentations follow one another and are similar. “The overall debt continues to grow, despite the resumption of part of it by the State. What he gave us with one hand, he took back with the other,” said the mayor of Cherbourg-en-Cotentin.

If the delays are generally less marked than they were in the past on the suppliers’ side, there are still delays in charges and social security contributions. And nothing says that the State will not return to Copermo at some point. Especially at a time when ministries are called upon to tighten their belts.

However, and this is the paradox, notable activity dynamics on the establishment leads to an increase in revenue. In-depth work was also carried out to better code the acts.

The system means that today, if you take care of people properly, you are necessarily in deficit.
