– Autumn is here, the leaves are falling and so are Paylib: during the month of October, the widely used online payment application will disappear to be replaced by a system called “Wero”. But from the first day of the month, other adjustments will take place, on the level of personalized housing assistance, the level of certain pensions, as well as some new features concerning the speed on the ring road or telephone scams.

Revaluation of APL

As every October 1st, personalized housing assistance will be increased. The level varies depending on your scale, and therefore your income or the size of your household, but on average the APL will increase by 3.26%.

The driving force behind this increase is the rental reference index (IRS), growing by… 3.26% in the second quarter of 2024, the period of the year systematically used as a reference point.

For your part, there is nothing to do to benefit from this revaluation which will be automatically applied if you are a beneficiary of APL via the Family Allowance Fund (CAF), or the Mutualité sociale agricole (MSA). It is recommended to check the application of this increase to your online account.

• Increase of 850,000 pensions

Good news for small pensions, October 1 also brings them an increase in value. On average, 850,000 retirees will now receive an additional 50.94 euros per month. This measure targets in particular careers that have been fragmented, interrupted and then resumed, particularly to look after children.

To benefit from this measure, retirees must:

  • Have contributed to the general social security system at the maximum rate;
  • Have validated the 120 quarters allowing full retirement;
  • Receive less than 847.57 euros including increase, 1,352.23 euros with a supplementary pension.

• The end of telephone theft?

This is a change that could put an end to “fake bank advisers”, this scam which consists of calling a bank’s customers using the bank’s real number. From October 1, telephone operators like or Free will use a system to authenticate the true origin of the call.

As long as no flaw is found, this is the end of what we call “spoofing”, that is to say telephone identity theft. This mechanism, the result of the Naegelen law on telephone canvassing, will not, however, solve all scams.

Indeed, this protection concerns calls made from or to landlines, and therefore does not cover all cases of scams. We therefore do not yet know to what extent the measure, which is quite cumbersome in terms of implementation for operators, will be effective, but we do know the cost of these usurpations: 379 million euros extorted for the year 2023 alone.

• The ring road goes from 70 to 50 km/h

The measure never ceases to make people cringe. Government, region, departments of Île-de-France, motorists… The Town Hall’s decision to increase the speed limit to 50 kilometers on the ring road applies from October 1.

First justification for this measure for its promoters, Anne Hidalgo and David Belliard, her deputy for transport, in mind: the tranquility of 500,00,000 Parisians living around the road belt. Reducing speed would, according to the Parisian management team, reduce car noise. At night, we would reduce ambient noise by 2 to 3 decibels.

But the argument does not convince, to the point that Valérie Pécresse had a motion voted on on September 11 to reject this measure by the Regional Council, while proposing to improve sound protection around the ring road, a vote which does not has in no way influenced the wishes of the town hall. Be careful when driving: an excess of less than twenty kilometers/hour will now cost you a 135 euro fine, as well as the withdrawal of a license point.

• Increase in parking rates for SUVs in Paris

A few months after the consultation of Parisians, the first phase of the increase in SUV parking prices comes into force in the capital. Visitors, “i.e. users who do not have specific parking rights” – residential, professional, low-emission vehicle, etc. – will have to pay 18 euros for one hour of parking in the central districts or 12 euros in those between the 12th and 20th from October 1, explains the town hall of Paris. Already available since September for customers of a few banks (BPCE and Crédit Mutuel), the Wero application will be deployed throughout the month of October in all French banks (BNP Paribas, Crédit Agricole, Société Générale, La Postal Bank and their subsidiaries). This new instant transfer system between individuals via a telephone number aims to replace Paylib, which is due to disappear at the start of next year.

It will not be limited to France since several European banks are participating in the project. The service, already available in Germany, will be deployed by the end of the year in Belgium, before Luxembourg and the Netherlands.

• A young income in Meurthe-et-

Call it “youth emancipation income”. In the department of Meurthe-et-Moselle, from October 1, people aged 16 to 25 with little or no income will now receive the sum of 500 euros per month. Aid which is only triggered by young people who are not entitled to any other.

This monthly payment which targets “dropouts” must last one year, with support from the department. During the first six months, the young beneficiary will have to imagine their project, then during the second part of the system, they will have to carry it out concretely. Furthermore, the recipients will have to sign a charter, committing them to “ respect the values ​​of the Republic and its symbols.”

For Meurthe-et-Moselle, this is a new lever to deal with youth unemployment, which affects 24% of those under 30. The estimated cost of this experiment is one million euros.
