Viginum today publishes a reporting report of a significant number of informational operations by Russian actors, using the operating mode Storm 1516.
Since 2023, this information mode (me) has been used in 77 Russian informational maneuvers aimed at France, Ukraine and all Western countries. This operating mode implemented by Russia as part of its information war uses particularly complex dissemination schemes, with sometimes significant visibility, in particular by interfering in electoral elections. This was notably the case during the anticipated legislative elections in June 2024 in France.
The Storm-1516 operating mode is said to be linked to a complex network of individuals and organizations acting from the territory of the Russian Federation, some of which are particularly close to the Russian government, which suggests close ties to the propaganda machine deployed by Russia.
Faced with the threat represented by this information mode for the French and European digital public debate, France firmly condemns the destabilizing activities of Russia. These actions are unworthy of a permanent member of the United Nations Security Council. No attempt at manipulation will divert France from the support it gives to Ukraine in the face of the Russian war of aggression.
The social media platforms concerned by these operations have been informed and must take responsibility in the fight against these foreign digital interference as part of the application of the Digital Services Regulations of the European Union.
