The Council of State welcomes the objectives of the PA5 aimed at promoting interregional development and highlights the importance of such projects for the future of the canton. It also highlights the quality of the work carried out so far as well as the relevance of the measures provided.
New challenges
The 5th generation (PA5) agglomeration project is based on previous programs and deals with the themes of urbanization, mobility and landscape. Particular attention is paid to the promotion of a multimodal transport policy, aimed at better connecting the different modes of transport. At the same time, the program takes into account new challenges, such as transport decarbonation and the needs of urban areas.
This includes, for example, the continuation of the decarbonation of the bus fleet and its infrastructure, the creation of a new velostation at the Friborg station as well as the development of various cycle infrastructures. Several projects to revalue localities (Valtraloc) are also planned, notably in Neyruz, Marly, Grenilles and Rossens, to name only the main ones. A number of adaptations will still have to be undertaken, including strengthening the consideration of high -capacity mode of transport in the mobility strategy of the agglomeration.
More municipalities involved
For the first time, 25 municipalities in the Sarine and Singine districts participate in the PA, 15 more than in previous programs[i]. This extension allows more global planning, better suited to the functional realities of the territory.
A steering committee has been set up to ensure the strategic governance of the project, to follow its progress and guarantee cooperation between the actors involved. PA5 is the fruit of close collaboration between the agglomeration of Friborg, the municipalities, the neighboring regions, the cantonal authorities and other partners.
