“So that pedophiles no longer work with children”. In 2014, the Swiss people said a great yes to this requirement, claimed by the initiative of the White Marche. Since 2019, the authorities is responsible for implementing it. But the extent and complexity of the task have not finished sweating them.
When a person is struck – for life – a ban on exercising an activity in contact with minors, control is done – too – eternal. In five years, more than 1,000 people have been sentenced to such a measure in Switzerland. If this rhythm is maintained, in 2050, they could be 6000.
Already, their follow -up poses challenges to the authorities, which manage sometimes sensitive situations on a case -by -case basis, as shown in our investigation. Already in 2022 a study From the Swiss Center for Skills in Criminal Sanctions (CSCSP) has put its finger on these issues. Today, the Latin cantons – in French -speaking Switzerland and Ticino – are still displayed “helpless”, with the instruments and the means they have in hand.
Cantonal laws being complex and variable, how to know what monitoring measures are allowed or not? This skein is still waiting to be untangled. Until then, the supervision of a ban is based mainly on the collaboration and transparency of the condemned. When he exercises a professional activity, checking all of this is not easy. It is even less so when the commitment is voluntary and informal, in the associative environment. The expectations are great, will the means to respond to them will never be up to par?
