Charged for conspiracy against state authority, threats of assassination and outrages targeting General Moussa Fall as well as Colonels Abdou Mbengue and Cheikh Faye, former gendarmerie officer Ibrahima Dramé will ultimately have to explain himself before the criminal court. According to the observer, the dean of the judges, in a partial dismissal order rendered on February 10, dismissed the accusation of conspiracy, for lack of evidence of an agreement with other people. On the other hand, the charges linked to death threats and the outrages made against commanders of the public force have been maintained, thus sealing the path of an upcoming trial.
The former gendarmerie, Ibrahima Dramé, will therefore soon appear before the criminal court. Thus decided the magistrate Abdoul Aziz Diallo, dean of the investigating judges of the tribunal de grande instance off class in Dakar, in his order of partial dismissal and referral to the criminal court, made public on February 10, as reported by the observer.
The former gendarmerie officer had been charged and placed under a deposit warrant on February 28, 2024, following a complaint from the gendarmerie filed by Me Baboucar Cissé. He was criticized for having fomented a conspiracy against the authority of the state and uttered death threats as well as outrages against General Moussa Fall, Colonel Abdou Mbengue, commander of the Legion of Dakar, and Colonel Cheikh Faye, commander of the Legion of Gendarmerie.
In his decision, consulted by the observer, the investigating judge dismissed part of the accusations, in particular that of conspiracy against the authority of the State. By relying on articles 72 and 73 of the penal code, he recalls that the conspiracy supposes a secret agreement between several people, with the intention of overthrowing the constitutional order, disturbing the succession of the authorities or of encouraging citizens to rise up against the State. However, he notes, “it does not result from the objective elements of the procedure that the accused Ibrahima Dramé was concerted with one or more other individuals, hence the absence of a common resolution to act. That it is the point of saying it is necessary to follow more against him of the chief of conspiracy against the authority of the State ”.
The observer specifies that the heart of the file now remains the threatening remarks addressed to its former superiors. In a message addressed to General Moussa Fall, the ex-gendarme lets his resentment burst: “You have struck me off the gendarmerie, but you will live worse than what you made me endure. I know the name of your wife, your son and your loved ones. I’m not afraid of you because the end of your power is coming soon. And for someone who spent more than a year in prison, fear no longer exists because I have nothing to lose. (…) I spent more than two months in the same room with Bassirou Diomaye Faye at Cap Manuel, and that is not negligible… ”.
Still according to the observer, in other messages, he takes it directly to the Colonels Abdou Mbengue and Cheikh Faye: “Thank you for everything. I will not waste my time looking for a job. I will go where I can use weapons because I was formed for. Come what can. “Then he adds:” You are now proud to have contributed to succeeding … One thing is certain, Salif Sadio will not be more Casamançais than me. »»
Questioned by the investigators, Ibrahima Dramé admitted to being the author of these messages, as the observer indicates. He explains that he sent them under the emotion, while he was going through a dark period marked by his incarceration. During his hearing, he said, however, that he never intended to take action. Regarding his allusions to arms and Casamance, Dramé said, according to information from the observer, having simply wanted to express his desire to return to his native village to indulge in hunting.
