According to Nguyên Van Long, director of the Department of Science and Technologies of the Ministry, the first mission is to raise awareness, to renew mentalities and to establish a strong political will in the sectors of agriculture and the environment in terms of scientific and technological development, innovation and digital transformation.
Second, it is a question of perfecting the institutions and making it a competitive advantage. Thus, the ministry will focus on the revision, modification and complement of 17 laws on agriculture and the environment in order to ensure consistency, to quickly eliminate the bottlenecks and to simplify administrative procedures to meet the requirements of state management and proactive international integration.
Third, the ministry will increase investments and improve infrastructure for science, technology, innovation and digital transformation.
Fourth, it will develop and enhance high -level human resources, including Vietnamese and foreigners’ scientists and foreign experts, in order to meet the requirements.
Fifth, it will be a question of promoting digital transformation, the application of science, technology, and innovation in the activities of agencies and units of the ministry.
Sixth, special attention will be paid to the promotion of scientific, technological, innovation and digital transformation activities within companies in the agriculture and environmental sectors. The emphasis will notably be placed on the examination and proposal for preferential policies and incentives for businesses, and the priority given to SMEs, cooperatives and households in order to support them in their investments in digital transformation, scientific research and application, as well as in technological innovation, in order to improve production, commercial efficiency and corporate governance.
Seventhly, efforts will be made to strengthen international cooperation in scientific and technological development, innovation and digital transformation, both multilateral and bilateral, with countries, territories, international organizations, multinationals, research institutes and leading universities in these areas around the world.
The director of the Department of Sciences and Technologies also announced that on Saturday May 10, the ministry, in collaboration with the province of Bac Ninh (North), will organize a conference to launch the plan to implement the resolution of the Politburo in the agriculture and environmental sectors.
On the sidelines of the event, stands will present and present certain achievements in scientific and technological research, transfer and application in these sectors.
